Is it true that there is another instruction on how to celebrate the Eucharist? Is this different than the General Instruction on the Eucharist that we have in the Sacramentary?

There is another instruction on the Eucharist, different than the General Instruction. This has been issued to clarify and correct some abuses of bishops, priests, deacons and lay people with the celebration of the Mass and other items.
