Do we still move the Paschal Candle on Ascension and blow it out?

No. The Paschal Candle remains lit during the entire Easter Season, untilPentecost. It is placed near the ambo (pulpit) during the Easter Seasonand then in the baptistry during the rest of the liturgical year. (See Ceremonialof Bishops, 372.)
