Is there a specific time of the year when candidates, who are to be changing memberships [from Anglican to Catholic, i.e.,] should be received into the church? Should this be done at the Easter Vigil?

There is no prescribed time. It may be done when the candidate is ready. Often it is done at the Easter Vigil, but, if there are many candidates for baptism, it might be wise to have another time or service for members to profess their faith, receive confirmation and come to the Table of the Lord.
