I've seen on television and other places that doves or pigeons have been released at weddings. What does this mean? Why doesn't the Catholic Church allow it?

The releasing of animals or insects at liturgical services is prohibited for two reasons: there is no symbolic meaning that pertains to the Paschal Mystery or Christ -- it takes away from the primary symbol - the couple. Secondly, insurance companies do not allow churches to have such a risk or liability.
