My uncle, who is a deacon, is going to be at my Wedding Mass. The pastor said that he may not "receive" the vows if there is a Mass. He can only "witness" the vows is there is no Mass. Is this true?

Yes. The pastor is bound to receive vows at the Rite of Marriage within the Mass. A deacon may only witness the "consent/vows" at marriages outside of Mass.
