Question

If there is a new law in the church, does this mean that all buildings need to be renovated up to the new law? I'm thinking of the case of a Blessed Sacrament Chapel and how currently it is up to the bishop to decide if renovation is needed and not the pastor, or so I'm told.

In the Code of Canon Law, number 9 states that laws only effect the future. This is the same in civil law too, and where the term "grandfather" clause comes in, since it may not have been a law for your grandfather, he's exempt, but you are not because it is a law for you now and in the future.
