Can any one bless a throat on Saint Blaise or just priest? When can it be done?

Any one may bless a throat: The Order for the Blessing of Throats on the feast of Saint Blaise says in paragraph 1626:

The blessing of throats may be given by a priest, deacon, or a lay minister who follows the rites and prayers designated for a lay minister.

The blessing may be done after the homily or after Mass if there are large numbers to have their throats blessed.
